The successful candidate will elaborate the strategic framework for the further growth of the Central Asia Programme while identifying and pursuing opportunities for developing specific programme components and strands. He/she will have a Master’s degree (or equivalent) with substantial experience in a senior management post and a good understanding of peacebuilding, conflict prevention and of the Central Asia region. High level communications skills in English with a working knowledge of Russian are essential.

Salary: £36,671 - £42,000 + benefits .

How you may be reading job postings all wrong

 

If you are an active job seeker, reading job ads and sending in applications is likely a routine part of your week. You see a job that looks interesting, submit an application, then wait to hear back. And maybe wait. And wait. When all you get in response is an automated “thank you for your application” message, it’s easy to get discouraged and think of your job applications all disappearing into the HR black hole.

In fact, the number one complaint I hear from job seekers is: After I submit an application, I never hear back.

When I talk with recruiters, their number one complaint is that they receive too many applications that do not match the qualifications clearly specified in the job ad.

A study recently done by TheLadders helps explain this disconnect. They asked a group of job seekers how long they read a job ad before applying. Some 44 percent of respondents said they spend one to five minutes and 19 percent said they spend up to 10 minutes reading a posting before deciding to apply.

However, when they studied these same candidates using eye-tracking technology, they found that this group actually spent an average of 76.7 seconds reading job ads for ones that appeared to match their background. It took them only 49.7 seconds to dismiss a job as not a fit.

Surprisingly, only 14.6 seconds of that was spent reading the job qualifications and many skipped reading the job description entirely. Instead, most of their time was spent reading the job title and company description.

This means that many candidates are deciding to apply to a job – or not apply to a job – without carefully considering the most important criteria: the job qualifications.

Job titles can be misleading and vague and mean different things to different employers. Just because you have worked as a program officer for an international development organization doesn’t mean you have the same skills and qualifications required for a program officer position at a different organization or supporting a different kind of program. In the same vein, you may quickly dismiss a job because the title doesn’t really sound like what you are looking for; but when you get to the meat of the job description, it might actually be a good fit.

While it is important to identify with the missions and values of the employer, the organization description is not going to give you the information you need to explain why you are a fit for this specific position.

Some international development jobs have extremely specific qualifications and you may think, is there even anyone like this who exists? And believe me, recruiters often feel the same way. These requirements are often passed down from their donors and are not up for much negotiation.

However, for a majority of jobs, I typically advise applying if you meet at least 80 percent of the criteria. Often, these are wish lists and a recruiter will be open to people who meet a majority of the requirements.

Some requirements are less negotiable. Language fluency or citizenship, for example, or minimum years of experience and education are often non-negotiable and hiring officers won’t look at applicants who don’t meet those requirements. Devex allows employers to add these qualifications to their job postings and you might see a warning that you do not match these when you apply. This is to help you avoid wasting time applying for a position where you will automatically be disqualified because you do not meet key requirements.

Employers could certainly do a better job of improving their job titles and descriptions to make it easier for applicants to truly understand their needs (and, well they could spend a little more time looking at applicants’ resumes themselves).

But the key takeaway for job seekers is next time you are scouring the Devex jobs board, consciously look beyond the job title and company description and go straight to the crucial part: the qualifications. And then only apply to those were you truly meet the requirements. Focusing on these opportunities will help increase your chance of getting that callback.

The U.S. Department of State offers two programs for high school, undergraduate, graduate and post-graduate students who are interested in working in a foreign affairs environment.

      • A student. This means you have been accepted for enrollment, or are enrolled as a degree-seeking student in an accredited college or university

An applicant is considered a junior if he/she will have completed all sophomore credits (60 or more hours or 90 quarter hours) by the time the internships begins and will be entering at least the junior year immediately upon completion of the internship.
      IMPORTANT: You are eligible to apply for the Department's internship program if you have not yet completed your registration at a college or university for graduate or post-graduate studies (including law school) or are awaiting an admissions determination for graduate or post-graduate studies (including law school).             PALESTINIANS IN ISRAEL:
            IDENTITY, PREDICAMENTS AND POSSIBILITIES

            The Israeli-Palestinian (and broader Arab-Israeli) conflict is multi-dimensional, with many of its aspects and axes relatively hidden from the eye. One of the central and historically overlooked issues is the predicament and role of Palestinian citizens of Israel. While in recent years Palestinians in Israel have become more vocal and have more assertively demanded that their grievances be addressed, bringing them greater attention, this community and its issues have in fact always been core to the conflict.
            This two week intensive study program focuses on the Palestinian community in Israel, and on the variety of voices emanating from it. It will examine their predicament and relationship with the state and with the Jewish community. In addition, the program will examine other dimensions of Israeli (Jewish and Palestinian) identities, and draw interesting connections between otherwise seemingly disconnected issues (religious-secular divide, “east” and “west” tensions, socio-economics and social protest, Jewish-Arab relations), to give participants a comprehensive, holistic, and highly nuances understanding of Israeli realities. The program may include one or two excursions to the West Bank and visits to East Jerusalem, though its main focus will be on issues inside Israel.
            The program will include immersion in various communities, home hospitalities, meetings with people from all walks of life (academics, politicians, community activists and leaders, students, professionals, lay people, etc), and excursions to religious, historical, and cultural sites.
            This program is open to all, but is particularly suited for people conducting research or internships about/in the region, who would like to deepen their connections to the regions and understandings of the core issues “on the table” in Israeli (Jewish and Palestinian) society. There is also the possibility (for additional cost) of being placed in programs/internships in the region, and of joining a unique comparative-conflict study tour to Morocco in August, for Israelis, Palestinians, and internationals.

            The eligibility requirements are:
            • Commitment to Community: A recommendation from a community, organization, or government with whom you will be working with as the foundation of your two-year practicum project.
            • English proficiency: Non-native English speakers must take the TOEFL (Test of English as a Foreign Language) or the IELTS (International English Language Testing System). On the TOEFL, one must obtain a score of 500 (or the equivalent) on the paper-based test or 60 on the internet-based test, or a band of 5.0 on the IELTS.

            Background: The President’s Malaria Initiative (PMI)/Uganda’s Stop Malaria project (SMP) was established as a flagship project to increase coverage and use of key life-saving malaria interventions in support of the Uganda National Malaria Strategy and the National Malaria Control Program (NMCP). This project was to geographically complement the Northern Uganda Malaria, AIDS, and Tuberculosis project (NUMAT), and be able to work in all areas of Uganda except those supported through NUMAT. NUMAT has now closed but its activities continue to be implemented through the new Northern Uganda Health Integration to Enhance Services (NUHITES) project.

            Scope of Work: The purpose of this evaluation is to provide evidence to guide strategic targeting and investment for future USAID/Uganda malaria interventions.

            The evaluation will answer the following questions: To what extent has SMP improved delivery of key (global standard) malaria interventions in the districts of operation? Key intervention areas cover preventive, curative and systems strengthening. What are the factors associated to the major successes and performance weaknesses? How well did the partnership between JHU, Malaria Consortium, IDI, CDFU, UHMG work in terms of cost effectiveness and process/ implementation efficiency? How effectively is the project building the capacities of NMCP and districts as laid out in the cooperative agreement and the monitoring and evaluation (M&E) framework, and with regard to improving capacity to properly manage malaria control in Uganda?

            Deliverables and Products: In-brief: introduction of the evaluation team, discussion of the scope of work and initial presentation of the proposed evaluation work plan, and presentation of the inception report detailing the team’s interpretation of the assignment, an evaluation design and methodology, analytical plans, sampling, interview tools, field visits and work schedule. Weekly progress reports: brief informal reports summarizing progress, challenges and constraints and describing the evaluation team’s response. Oral presentation: power point presentation. The oral presentation should, at a minimum, cover the major findings, conclusions, recommendations, and key lessons. The evaluation team will liaise with the mission to agree on the dates, audience, venue and other logistical arrangements for this briefing. The presentation will be held before departure. Draft evaluation report: the report should comply with the USAID’s evaluation report standards set out in Annex 2. Final draft report: complete report incorporating comments from USAID and other stakeholders. Final report: Team Leader will submit a final report incorporating final edits and formatting for wider sharing. Cleaned data sets: The contractor will share the cleaned data sets with USAID.

            Team Composition, Skills, and Level of Effort (LOE): Evaluation team will be composed of three consultants: One Team Leader, one malaria program expert and one organizational capacity expert. The Team Leader will be a senior evaluation expert with over 15 years of experience evaluating and/or implementing health programs and with knowledge of and experience in malaria programs. Team Leader will have played substantive role in more than five other evaluations and played team leader role in a minimum three related evaluations. The Malaria Program expert will be a holder of an MPH with extensive malaria programming experience in Sub-Saharan Africa and skills in monitoring and evaluation of malaria programs. S/he will have played a substantive role in a minimum of three evaluations in health. The Organizational Capacity Expert will be a holder of a master’s degree in development studies, business administration, health economics or other relevant social sciences and demonstrated skills/ experience in assessing organizational capacity and partnerships.

            Relationships and Responsibilities: The USAID M&E Specialist for Health, Solome Sevume will have overall technical responsibility for the evaluation process. The Evaluation Team will liaise closely with SMP’s Agreement Officer’s technical representative (AOR), Daryl Martyris to make the necessary arrangements for USAID inputs and briefings. The Program Office M&E Specialist, May Mwaka will assist with coordination and clarification of USAID requirements and standards.
