Evaluation Team Leader - USAID/East Africa

PROJECT BACKGROUND: IBTCI has been awarded a contract by USAID/East Africa under the ESPS IQC for a final evaluation of the APHIAplus Health Communication and Marketing (HCM) Program. The goal of the current program is to improve the health outcomes and impact for Kenyans through sustainable, country-led programs and partnerships. This is achieved through increased use of quality health services, products and information, and strengthened leadership, management and governance for sustained health behaviors. The program focuses on improved health outcomes in malaria, HIV, FP, and CS in Kenya. This is achieved through initiatives to improve the capability of the private health market to meet the needs of Kenyans through social marketing approaches. A subsidiary goal of this activity was to support local organizations in the overall implementation in line with USAID Forward objectives. The purpose of the evaluation is to conduct an end-of-activity evaluation that will establish the extent to which the expected outcomes have been met and which will also provide recommendations for future activities in the area of health communications and marketing.

POSITION QUALIFICATIONS: The Team Leader will be a senior expatriate (Health/ Population/ Nutrition/ HIV-AIDS Analyst) experienced in social marketing and communication and will have overall responsibility for fulfilling the requirements of this SOW. The following qualifications are required: Master’s degree. Significant experience with behavior change communication and social marketing in the private sector. Three or more previous experiences as a team leader for a health program evaluation. 10+ years of extensive international experience related to health programs. 7+ years in evaluating donor-funded activities.

Scope of Work: The incumbent reports to the division chief for Strategic Programs and Evaluation (SPE) in the office of Program, Learning and Coordination (PLC) in USAID's Bureau for Economic Growth, Education and Environment (E3). The monitoring and evaluation specialist is part of an E3 team that coordinates the bureau's monitoring and evaluation activities to ensure quality scope of work and reports, and develops annual evaluation strategies. As a key member of the E3 Monitoring and Evaluation team, the incumbent will work to bridge M&E efforts within PLC and E3 to re-design and manage key related E3 processes and supporting data required for management of and learning from technical programs and interventions. The E3 monitoring and evaluation (M&E) team includes the Bureau's senior monitoring and evaluation adviser and E3's 14 technical offices' M&E points of contact.

Examples of technical offices include: Water, Forestry and Biodiversity, Global Climate Change, Education, Economic Policy, etc. The incumbent also liaises with the Agency's Bureau for Policy, Planning and Learning as it relates to M&E activities and the Agency's evaluation strategy, and regional bureaus as needed. The incumbent will work with E3 M&E officers to train and document best practices in M&E in the E3 bureau, considering which should be elevated to the Agency level.

Deliverables: The consultant will be responsible for the following activities: Using existing data, documents, and discussions with key counterparts, finalize Portfolio Review templates and documents. Using E3 program data, assist with the bureau's portfolio reviews. Assist with the meta analysis and reporting of E3 tech sector evaluations. Assist in scheduling and participate in E3 M&E POC meetings. Complete E3 M&E newsletter portions related to incumbent’s specific duties. Provide guidance on improving E3's Administrator Leadership Council quarterly data calls and reporting. Assist with E3 gap maps and systematic reviews. Engage with PPL/LER on recommendations and guidance related to M&E policy Agency-wide.

Published online and in print, the Annual Letter is distributed to USAID Missions around the world, as well as key stakeholders in the U.S. Government and across the development community. It represents a unique opportunity to share USAID’s vision with a broad audience in a creative and transparent way.

Dr. Shah serves as the 16th Administrator of USAID and leads the efforts of more than 10,000 professionals in 80 missions around the world. He spearheads President Barack Obama’s landmark Feed the Future food security initiative, as well as global efforts to help end preventable child death, expand access to power, and help vulnerable communities build resilience to recurrent disasters. Scope of Work: Work closely with the Administrator’s speechwriting team through regular meetings and phone calls to identify a creative and engaging design for the Annual Letter that is appropriate for print and online publication. Design the letter. This will include finding appropriate photography, creating relevant graphs from available data, and employing web tools to showcase the publication online. Arrange printing of the publication, including finding and meeting with representatives from the printer in coordination with Administrator’s speechwriting team and ensuring design and paper quality.

Deliverables: The contractor will be responsible for the following activities: Designing an Annual Letter of 5,000-6,000 words in length with color photography and graphics. Arranging and paying for the publication’s printing, which will be reimbursed by USAID. This includes finding and meeting with representatives from the printer in coordination with Administrator’s speechwriting team and ensuring design and paper quality. Facilitating publication on the website, including choosing appropriate web tools in coordination with USAID’s website team. Making last-minute text and design edits at the direction of the Administrator’s speechwriting team.

QUALIFICATIONS: The following qualifications are preferred: Five years of experiences working in graphic design and familiarity with production of print and online publications. Experience producing publications for international development organizations. Demonstrated capability to think creatively and work independently. Strong attention to detail.

The Global Health Fellows Program II is seeking a Technical Advisor I: Nutrition Advisor (GHFP-II-P2-090) in Washington, DC. Assignment: Two year fellowship. The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II's goal is to improve the effectiveness of USAID health programs by addressing the Agency's immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency's ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND: The Nutrition Division, located within the Office of Health, Infectious Disease and Nutrition in the Bureau for Global Health (GH), provides global technical leadership to USAID Missions, host governments, partners and stakeholders to improve nutrition and food security strategies, policies and programming. The Division works with various USAID operating units and partners in the implementation of nutrition and food security programs; including the Feed the Future Presidential Initiative, the Global Health Initiative, Title II Cooperating Sponsors/ Private Voluntary Organizations; the President's Emergency Plan for AIDS Relief partners; Child Survival and Health Grant Program partners; and host country institutions.

INTRODUCTION: The Nutrition Advisor serves as a member of the Nutrition Division and provides technical advice and support for nutrition programming with a focus on pregnant women and lactating women, infants, and young children in development contexts, nutrition in emergencies, food/ nutrition interactions with HIV and other infectious diseases, prevention of specific micronutrient deficiencies including nutritional anemias, food security, and monitoring and evaluation associated to those areas.

The Nutrition Advisor will contribute to the implementation of Global Health and Feed the Future Presidential initiatives and USAID's policies and programs as they relate to nutrition and food security. S/he will primarily provide technical assistance to USAID country-level programs to roll-out the new USAID Nutrition Strategy (2014-2025) integrating nutrition with agriculture, health, HIV/AIDS, water and sanitation, agricultural and humanitarian assistance activities. S/he will oversee activities implemented by Washington-funded projects, focusing on monitoring and evaluation of multi-sectoral nutrition activities. S/he will support USAID leadership and input to the Scaling Up Nutrition Movement, the Thousand Days Partnership, and other global nutrition partnerships.

On behalf of the Nutrition Division, s/he will collaborate with other USAID bureaus in accomplishing Agency objectives, including policy and strategic development, program and project planning, design, implementation, monitoring and evaluation of nutrition and food security activities. The Nutrition Advisor will receive day-to-day guidance from the Nutrition Team Leader.

ROLES AND RESPONSIBILITIES: The Nutrition Advisor will: Provide guidance and recommendations on nutrition-related topics across a broad program portfolio. Provide support to the Division's centrally-managed programs, such as the Food and Nutrition Technical Assistance (FANTA) 3 Project, Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING), Global Alliance for Improved Nutrition (GAIN), and other programs as needed. The focus will be on technical nutrition areas including promotion of early and exclusive breastfeeding and infant and young child feeding; maternal and child anemia, and interventions to address other micronutrient deficiencies. Provide assistance to the Nutrition Division toward the Division's support of the Scaling Up Nutrition Movement, the Thousand Days Partnership, and other global nutrition partnerships, and assist with tracking relevant global activities and responding to requests for information on food security and nutrition. Collaborate with the Nutrition Element Team, and with staff from other USAID/Washington bureaus, USAID missions, the U.S. Government (USG) interagency nutrition team, other donors, and implementing organizations, in leading the development of programmatic strategies and guidance related to nutrition programming. Coordinate with Nutrition Team members and staff from other divisions/ bureaus on the production of communications materials, talking points, briefers, analyses, and reports. Support the coordination with GH, the Bureau for Food Security, Office of Food for Peace, the Office of HIV/AIDS, and USAID missions to integrate nutrition into food security, family planning and reproductive health, maternal and child health, water and sanitation, and infectious disease programs.

Training and Professional Development: Keep abreast of literature and latest developments related to nutrition programming. Deepen knowledge of latest developments related to USG nutrition policy and frameworks, especially as they relate to interagency collaboration. Participate in interagency working groups and professional meetings, as appropriate to SOW. Participate in professional continuing education and skills training within the purview of GHFP-II.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE: Master's degree in public health, nutrition and food policy, or related disciplines; demonstrated expertise in human nutrition preferred. 0-7 years' experience in food and nutrition programs in health, or food security settings, with or without experience in an international or resource challenged setting. Experience in data analysis; monitoring and evaluation; research ethics, design and implementation; and in nutrition communications and outreach in low-resource settings preferred. Familiarity with USG policies and procedures; experience working with USAID or other donor-funded programs preferred. Strong interpersonal communication, public speaking and writing skills. Demonstrated ability to work effectively in diverse contexts, and as part of inter-disciplinary teams. High degree of professional judgment, ingenuity, and originality to interpret strategy, to analyze, develop and present work, and to monitor and evaluate programs. Ability to contribute to required reporting processes with timely input for USAID and USG interagency nutrition efforts. Ability to travel domestically and internationally, often on short notice, for at least 25% of time. Fluency in a foreign language, French preferred. US Citizenship or US Permanent Residency required.

Chief of Party (Full time position)
The Chief of Party will be a Higher Education Advisor, reporting to World Learning headquarters in Washington, D.C. and be in charge of overall program operations.

·       Responsible for overall training portfolio, including planning, designing, organizing, preparing or overseeing the preparation and implementation of all training interventions

Qualifications:
·       Degree in education/teaching, social sciences, or a related field
·       At least 5 years of international experience in training or other programs involving significant multi-faceted and cross-cultural components
·       Demonstrated skills in designing, developing and implementing training programs and cross-cultural training materials, and in conducting interactive training sessions
·       Strong writing and presentation skills required as well as excellent interpersonal skills
·       Demonstrated capacity to plan, schedule, and organize training programs involving many individuals and entities

Chemonics seeks a Food Security Analyst to support the USAID-funded Famine Early Warning Systems Network (FEWS NET), the world's premier provider of food security analysis and early warning. Created in response to the 1984 famines in East and West Africa, FEWS NET supports international, regional, and national governments and agencies with timely and rigorous early warning and analysis of emerging and ongoing food security emergencies. The project, currently funded at $200 million through 2016, covers 36 countries, with plans to expand.

FEWS NET professionals in Africa, Central America, Haiti, Central Asia, and the United States play an indispensable role in the global food security community by monitoring and analyzing key data sources (e.g., remote sensing imagery, price and trade data, and nutrition information) to project future food security outcomes. FEWS NET shares that analysis with decision makers in the U.S. government, United Nations agencies, national governments, and NGOs via written reports as well as in regular public briefings. FEWS NET staff members also provide advisory support to regional and country-specific contingency and humanitarian response planning efforts as well as in-depth studies related to livelihoods, markets and trade, and nutrition.

Position Description: FEWS NET’s Decision Support Group (DSG) has two primary objectives: 1) facilitate development and communication of timely, high-quality, actionable decision support at the country, regional, and global levels and 2) build FEWS NET staff and partners' food security analysis and strategic communications capacity. The food security analyst will work closely with a team of colleagues in the home office and the field. While exact duties will be based on background and expertise, the primary role is to serve as a regional focal point for food security analysis, decision support, and information requests for one or two geographic regions. Within this broad objective, the analyst will perform three tasks:

• Synthesize market and trade, nutrition, livelihoods, and other food security analysis for development of regular, high-quality early warning information products. Illustrative tasks include: reviewing, editing and finalizing field-authored food security reporting; developing and presenting technical briefings to U.S. government staff and other partners; and participating in field-based assessments and technical analysis.

• Respond to ad hoc requests for food security and response planning analysis and other support for response and contingency planning processes. When potential or ongoing food security crises are identified, the analyst will lead development of analytical and decision support strategies to develop and communicate information on the crises, their causes, and potential response options to decision makers.

• Provide technical assistance to strengthen data collection, analysis, and information dissemination capacity among host-country, NGO, and donor partners and field staff. The analyst will provide relevant technical and geographic guidance in their areas of expertise and contribute to development of guidance materials in early warning, decision support, and reporting. The analyst will also support activities to enhance field representatives' and partners' understanding of food security early warning and decision support processes.

Location and Reporting: The food security analyst will be based in the FEWS NET home office in Washington, D.C., and will travel as required (up to 25 percent of the time) to provide in-country support to FEWS NET field staff and partners. The analyst will report to the FEWS NET decision support advisor and will work closely with other members of the DSG, technical team, and field staff.

QUALIFICATIONS:
• Advanced degree in a field related to food security or other relevant area required
• English fluency required
• Authorization to work in the United States required
• Minimum three years of professional experience related to food security, livelihoods, nutrition, economic development, or related programming
• Minimum two years of experience working in developing countries
• Strong household-level food security analysis skills
• Excellent writing, editing, and presentation skills
• Excellent interpersonal skills, including the ability to work well with field-based, local staff via telephone and e-mail
• French language skills preferred
• Experience with the Household Economy Approach preferred
• Experience working with USAID preferred
• GIS skills preferred
