The incumbent will be comfortable developing cost proposals for both federal and commercial clients, collaborating with senior staff, and self-managing his or her daily work flow. Ideal candidate will review solicitation requirements and advise proposal team and field office on the interpretation of specific costing requirements as well as backstop the Senior Pricing/ Program Analyst as required. The Budget Analyst will propose pricing strategies; prepare proposal budgets in collaboration with proposal teams; write cost notes and review proposal budgets for accuracy and adherence to internal and donor requirements. This position will also ensure headquarters, regional and country support costs are appropriately represented within each budget submission and support program budget monitoring as assigned. Successful candidate will also have excellent oral and written communication skills as well as a strong attention to detail and highly developed collaboration skills. The demonstration of world class cultural attributes and behaviors in all interactions is also required.

QUALIFICATIONS: Like your peers competing for this challenging opportunity, you will have a Bachelor’s degree in a relevant discipline with at least 2 years of experience in USAID/federal budget spreadsheet design and cost proposal preparation.  A demonstrable track record managing multiple short turn-around budgets and experience drafting cost notes is required.  The individual must also have advanced knowledge of MS Excel and experience monitoring program budgets.

The Internship Temporary Experience Program (ITEP) places interns on temporary appointments not to exceed one year with the possibility of extensions in one-year increments. The temporary nature of ITEP allows for interns to work during seasonal and holiday breaks in academic programs. ITEP participants are ineligible for noncompetitive promotions. If an ITEP participant is qualified at a higher grade level, he/she must compete for the position via a USAJobs vacancy announcement.
Both programs allow for noncompetitive conversion into the competitive service following successful completion of all program requirements. Veteran’s preference applies.

Global Health Fellows Program II is seeking a Technical Advisor I: Health Advisor, South and Central Asia (GHFP-II-P3-105) in Washington, DC. Assignment: Two year fellowship. The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

BACKGROUND: The Asia Bureau is the primary interface with USAID field missions in countries in South and Central Asia (SCA). This Bureau is tasked with enhancing oversight and strengthening interagency coordination for USAID programs in these regions. The SCA countries consist of Bangladesh, India, Nepal, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The Office of Technical Services (TS) is one of five offices in the Asia Bureau along with the Office of East Asia Affairs, the Office of South and Central Asian Affairs, the Office of Administrative Management Services, and the Office of Strategic Planning and Operations.

ROLES AND RESPONSIBILITIES: The primary responsibilities of the Advisor include: 1. Providing technical advice to the Asia Bureau by: Analyzing health status indicators and demographic data in the SCA regions; identifying priority concerns in the health sector; advising missions and the Asia Bureau in the collection, analysis, and interpretation of data and programs towards the design, development and evaluation of health sector activities; and sharing technical insights on the implications of observed trends and significant statistics. Researching and reviewing current literature; following global developments in public health; and compliance with US Government (USG) policy on family planning implementation and other regulations. Developing analytical, strategic and programmatic recommendations which demonstrate and/or take into consideration USG, Agency, and Asia Bureau policies and approaches.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE: Master's degree in public health or a related discipline. 0-7 years' experience in international health programs with or without experience in an international or resource challenged setting. Experience working in SCA countries preferred. Demonstrated knowledge and experience in one of more of these health areas: FP/RH, MCH, HIV/AIDS, malaria, TB and health systems. Extensive knowledge of public health principles, concepts, methods and techniques. Experience working closely with implementing partners, international donors, and other counterparts. Excellent interpersonal skills, including working effectively in a fluid environment together with team members. Strong communication and knowledge management skills with the ability to influence and convince verbally and in writing. Ability to analyze and interpret complex data, as well as produce reports using Word, Excel, and PowerPoint. Excellent writing and presentation skills. Ability to travel internationally. US Citizenship required.
