The Stimson Center, a nonprofit public policy institute committed to finding and promoting practical, innovative solutions to security challenges, seeks a full-time research associate for the Future of Peace Operations program to work on issues related to peace operations, with a focus on conflict prevention and post-conflict rule of law issues, the United Nations and other multilateral organizations, and US and international policies in these areas. The Future of Peace Operations program builds a broader public dialogue on the role of peace operations in resolving conflict and building lasting peace. Peace operations comprise peacekeeping, the provision of temporary, post-conflict security by internationally mandated forces; and peacebuilding, those efforts undertaken by the international community to help a war-torn society create a self-sustaining peace.

The Research Associate will work under the direction of the Program Director and will support, lead and implement key components of research, writing and advocacy projects that advance knowledge, debate and policy-making related to these issues. This position will collaborate with Stimson staff and colleagues from partner institutions that work on similar issues.

Duties:
  • Conduct original research and analysis to advance knowledge, debate and policy-making in the issue areas of peacekeeping and peacebuilding; and the UN's role in reestablishing rule of law institutions (criminal justice, corrections, police) in post-conflict environments.
  • Manage substantial portions of ongoing projects (e.g., design and coordinate literature reviews and research initiatives; maintain project deadlines and calendar of activities; oversee project budget plans; liaise with partners and funders).
  • Assist in the development of a computational model for peacekeeping and peacebuilding.
  • Participate in program strategic thinking process, including brainstorming project ideas.
  • Assist in hiring and providing day-to-day management of interns.
  • Evaluate and report on new areas or components of research that advance the goals and objectives of the program.

Qualification:
  • Substantive knowledge of some aspects of the following: international peace and stability operations, with a focus on the UN's role in reestablishing rule of law institutions (criminal justice, corrections, police) in post-conflict environments; multilateral institutions, especially the United Nations and regional organizations, such as the European Union and African Union; understanding of US policymaking systems; familiarity with academic and research literature on conflict and security; knowledge of non-governmental organizations in peace and security field; knowledge of military and defense policies.
  • Experience/training in statistical analysis, agent-based modeling or other computational modeling techniques desirable.
  • Graduate degree with relevant research or Bachelors degree with three–four years of relevant experience.
  • Ability to work independently and to work well with peers in a team environment
  • Substantive knowledge of countries or regions with UN peace operations. Written and/or spoken skills in languages of those regions are desirable.

The Peace Corps is looking for senior-level managers with exceptional skills to supervise staff and design and manage international development programs in a variety of fields such as health, education, small business development, and agriculture/environment that positively impact communities overseas. International and cross-cultural experience are required.

Directors of Programming and Training manage, advise, and develop teams of professional program and training staff to support Peace Corps Volunteers at post. Our Directors of Programming and Training oversee the planning, analysis, implementation, and monitoring of programs and training activities, support staff and Volunteers to meet the expectations of project partners, and conduct staff development. These directors guide coordination between working units to ensure effective strategic planning, cost-effective budgeting, and appropriate recommendations.

We seek candidates that are reflective of the diversity of Peace Corps and our Volunteers.

All Directors of Programming and Training must be United States citizens and must not have been associated with intelligence activities. Candidates should have work experience managing an international development program or business, and supporting staff and/or volunteers. Since approximately 90 percent of Peace Corps staff at each post are host country nationals, strong cross-cultural communication skills are critical.

The salary range for these positions is $61,759 - $138,137. All Peace Corps U.S. direct hire positions are time limited. Employees are appointed for a 30-month tour and may be granted a second tour for a maximum of five years (60 months) with the agency.

While many of the Director of Programming and Training positions do not require fluency in a language, some do. We anticipate a specific need for fluent French, Portuguese and Spanish speakers.

Gender and Wages

Evelyn Murphy and E.J. Graff, coauthors of Getting Even: Why Women Don't Get Paid Like Men and What to Do About It, provide an excellent overview of the wage gap between women and men in this article. Though a little dated, Murphy and Graff point out that women only earn 77 cents on the dollar for what their male counterparts earn.
