World Learning is seeking 5 personnel (Chief of Party, Deputy Chief of Party, Finance & Admin. Background:  The purpose of the Transformational Leadership – Scholarships and Partnerships Program is to develop a cadre of leaders to drive significant change in Kosovo in priority economic, political, and social development areas.  This program will be part of a broader Transformational Leadership initiative and require coordination with inter-related but separate projects. Key components of this program include: formation and capacity building of an advisory committee; strengthening university management in Kosovo; higher education scholarships for U.S. graduate studies and professional certificates; and partnerships between Kosovo and American universities.
                                                                                                                                                    
Chief of Party (Full time position)
The Chief of Party will be a Higher Education Advisor, reporting to World Learning headquarters in Washington, D.C. and be in charge of overall program operations.

Job Responsibilities:
·       Provide overall leadership and direction for the program
·       Oversee program administration, implementation, and fiscal management
·       Coordinate overall communications with USAID/Kosovo
·       Coordinate communications and activities of program partners
·       Develop and manage relationships with key stakeholders in the Higher Education and Workforce Development sector Provide leadership to overall program operations and reporting, ensuring that program complies with donor regulations and local laws
·       Liaise with partner organizations, facilitate successful coordination and transparency of all organizational and individual training and capacity strengthening activities
·       Report regularly to World Learning headquarters, providing timely updates of all situational and program developments
·       Oversee the preparation of annual work plans and other USAID reporting requirements
·       Regularly update donor on progression of activities
·       Manage and supervise team of local and international staff and consultants
·       Other responsibilities that may be assigned

Required Qualifications
·       Master’s degree, PhD desired
·       Minimum 15 years of senior management experience with education, academic exchange, or organizational performance improvement programs
·       Minimum 5 years of experience in higher education training and/or university partnership programs
·       Significant expertise in inclusive development for women and other marginalized segments of society
·       Knowledge of USAID rules and regulations
·       Strong experience in managing development programs for results, comfortable operating cross-culturally
·       Experienced in a variety of technologically advanced market environments
·       Proven record in designing, implementing and successfully delivering higher education projects
·       Strong skills in financial, program, and personnel management
·       Understanding of policy-making and investment planning
·       Excellent communication and interpersonal skills
·       Proven track record of donor coordination, other donors and stakeholders
·       English fluency
·       Strong team leadership capabilities
·       Ability to work with diverse groups of stakeholders from government, higher education, donor, civil society, and private sector communities

Desired Qualifications
·       PhD
·       Minimum three or more years prior experience as Chief-of-Party on a USAID-funded project
·       Experience in Kosovo or South Eastern Europe


Deputy Chief of Party (Full time position) Kosovars are highly encouraged to apply.
The Deputy Chief of Party will be a Training/Capacity Development Expert and will report to the Chief of Party.

Job Responsibilities:
·       Planning, coordinating and conducting education training needs assessments
·       Planning and development of training programs
·       Coordinating activities with partners/educational institutions in the program
·       Tracking and management of the participant training component of the project
·       Developing and implementing management processes and resource allocation ensuring cost effective and efficient delivery
·       Monitoring and evaluation of the program
·       Supervise staff
  • Other responsibilities that may be assigned

Required Qualifications
·       M.A. in Education or related field
·       Minimum 8 years of experience working in development programs or 5 years in a similar position
·       Extensive experience in scholarship programs, university partnerships, and capacity development, especially in-service training
·       Demonstrated understanding of gender inclusiveness issues and challenges
·       Demonstrated ability to successfully fulfill the job responsibilities
·       Supervisory experience required
·       Fluency in English
·       Fluency in Albanian/Serbian
·       Experience living and working in Kosovo or South Eastern Europe



Finance and Admin Manager (Full time position) Kosovars are highly encouraged to apply.
The Finance and Admin Manager will report to and work with the Deputy Chief of Party (DCOP).

Job Responsibilities:
  • Support the DCOP in assigned duties and specifically those tasks that relate to financial planning, management and reporting. 
  • Managing USAID/Kosovo participant training funds for project participants
  • Establish and maintain financial management and accounting control systems for training expenditures by development objective
  • Provide and/or arrange financial analysis services related to institutional diagnoses, training planning and evaluation
  • Prepare pipeline analysis of the project for USAID/Kosovo
  • Coordinate with USAID/Kosovo’s Office of Financial Management, as appropriate, regarding the management of U.S. dollars and local currencies
  • Direct the Contractor's cost containment efforts and other cost-effectiveness programs
  • Establish and maintain grant management procedures
  • Manage internal control process, procurement, audit and other administrative functions
  • Other responsibilities that may be assigned

Required Qualifications
·       M.S. degree in accounting or financial management with at least 5 years of progressive experience; or B.S. degree with at least 7 years of related experience
·       Experience with public or private sector management, financial analysis, cost accounting
·       Experience living and working in Kosovo
·       Demonstrated capacity to supervise a complex financial management or general ledger system
·       Demonstrated capacity to manage the financial and administration management functions within the broadened results-oriented programming
·       Fluency in English
·       Fluency in Albanian or Serbian

Participant Training Specialist (Full time position) Kosovars are highly encouraged to apply.
The Participant Training Specialist will report to and work with the Deputy Chief of Party (DCOP).

Job Responsibilities:
·       Responsible for overall training portfolio, including planning, designing, organizing, preparing or overseeing the preparation and implementation of all training interventions
·       Assist the DCOP in conducting a training needs assessments and in planning and developing training programs
·       Implement training programs and evaluate the results of training interventions
·       Manage participants’ data
·       Design and develop all materials and visual aids used in conducting pre-departure orientations for all participants and plan, schedule and organize all orientations and briefings
·       Ensure that all training interventions, including those of partner institutions, are in line with USAID and USAID/Kosovo participant training policies
·       Advise other contractor staff involved in the planning, scheduling, organizing, and implementation of training interventions, where needed
·       Coordinate with World Learning’s home office staff in identifying training providers, participant monitoring and tracking and data management
  • Other responsibilities that may be assigned


Qualifications:
·       Degree in education/teaching, social sciences, or a related field
·       At least 5 years of international experience in training or other programs involving significant multi-faceted and cross-cultural components
·       Demonstrated skills in designing, developing and implementing training programs and cross-cultural training materials, and in conducting interactive training sessions
·       Strong writing and presentation skills required as well as excellent interpersonal skills
·       Demonstrated capacity to plan, schedule, and organize training programs involving many individuals and entities
·       Personal experience and knowledge of U.S. culture and issues affecting individuals who live and study in the United States
·       Familiarity with and understanding of the U.S. education system and training institution context
·       Supervisory experience required
·       Fluency in English
·       Fluency in Albanian or Serbian
·       Experience living and working in Kosovo or South Eastern Europe


Recruitment/Outreach Specialist (Full time position) Kosovars are highly encouraged to apply.
The Recruitment/Outreach Specialist will report to the Deputy Chief of Party (DCOP).

Job Responsibilities:
·       Manage all phases of a rigorous outreach and recruitment program for the program’s scholarship component, including overseeing the work of a staff of program officers and associates
·       Develop a diverse and broad recruitment campaign
·       Recruit candidates from underserved areas  and disadvantaged populations
·       Coordinate and facilitate a fair and open review and selection process for scholarship program
·       Work with World Learning staff in Washington, D.C.  on final selection and notification of participants
·       Coordinate pre-departure logistics
  • Other responsibilities that may be assigned

Required Qualifications:
·       Minimum 5 years of experience in the development and implementation of international programs. Experience implementing USAID programs highly desirable
·       Bachelor’s degree in relevant field
·       Managerial work experience
·       Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed
·       Experience conducting outreach or recruitment through various mediums
·       Knowledge of U.S. higher education
·       Experience living and working in Kosovo
·       Fluency in English
·       Fluency in Albanian or Serbian
