Background: USAID’s mission is to promote human development and stable, free and prosperous societies around the world.  The provision of clean Water, Sanitation and Hygiene (WASH) services is a key input for ensuring healthy and productive communities globally.  USAID promotes a water secure world by improving management of water and sanitation utilities, promoting behavior change related to drinking water, sanitation and hygiene, and ensuring sustainable use and management of water resources.

Scope of Work: The incumbent reports to the division chief for Strategic Programs and Evaluation (SPE) in the office of Program, Learning and Coordination (PLC) in USAID's Bureau for Economic Growth, Education and Environment (E3). The monitoring and evaluation specialist is part of an E3 team that coordinates the bureau's monitoring and evaluation activities to ensure quality scope of work and reports, and develops annual evaluation strategies. As a key member of the E3 Monitoring and Evaluation team, the incumbent will work to bridge M&E efforts within PLC and E3 to re-design and manage key related E3 processes and supporting data required for management of and learning from technical programs and interventions. The E3 monitoring and evaluation (M&E) team includes the Bureau's senior monitoring and evaluation adviser and E3's 14 technical offices' M&E points of contact.

Examples of technical offices include: Water, Forestry and Biodiversity, Global Climate Change, Education, Economic Policy, etc. The incumbent also liaises with the Agency's Bureau for Policy, Planning and Learning as it relates to M&E activities and the Agency's evaluation strategy, and regional bureaus as needed. The incumbent will work with E3 M&E officers to train and document best practices in M&E in the E3 bureau, considering which should be elevated to the Agency level.

Deliverables: The consultant will be responsible for the following activities: Using existing data, documents, and discussions with key counterparts, finalize Portfolio Review templates and documents. Using E3 program data, assist with the bureau's portfolio reviews. Assist with the meta analysis and reporting of E3 tech sector evaluations. Assist in scheduling and participate in E3 M&E POC meetings. Complete E3 M&E newsletter portions related to incumbent’s specific duties. Provide guidance on improving E3's Administrator Leadership Council quarterly data calls and reporting. Assist with E3 gap maps and systematic reviews. Engage with PPL/LER on recommendations and guidance related to M&E policy Agency-wide.

QUALIFICATIONS: The following qualifications are preferred: Graduate degree in statistics, economics, public policy, international relations, and/or monitoring and evaluation, or related field.
