There is an opening for a Knowledge Management Evaluation Specialist (5+ years’ experience required) in Washington, DC. Background: USAID has been striving to become a learning organization, including by adopting knowledge management to translate development experience into better development outcomes. The Office of Microenterprise and Private Enterprise Promotion, as a technical office, provides USAID staff with technical support across the field of microenterprise development. Much of this technical support is provided through web-based content, in-person trainings and seminars, and other knowledge management activities. The goal is always to bridge the gap between research and practice using adult-learning techniques to ensure that information is understood, retained, and applied. As USAID adopts knowledge management activities, it also assesses which approaches tend to be more effective and why in light of particular audiences and goals.
Scope of Work: USAID is seeking an experienced knowledge management evaluator to 1) help synthesize existing performance data on knowledge management activities and 2) recommend evaluation methods for knowledge management activities, including web-based content, webinars, and in-person training and events.
Deliverables: The contractor will be responsible for the following activities: Synthesize existing performance data on knowledge management activities and any conclusions from these data on how these activities have affected development practice. In light of the objectives of these given knowledge management activities, and the suite of activities used, propose methods to better capture the impact/ value of these activities going forward. Present findings at USAID.
QUALIFICATIONS: The following qualifications are preferred: Minimum 5 years of experience in the design and implementation of knowledge management evaluation. Advanced degree in education, international development, sociology or a related field. Demonstrated knowledge of the organizational and programmatic aspects of USG, particularly how it operates in the field and designs its interventions. Demonstrated capability to produce quality evaluations of knowledge management activities.

SKILLS REQUIRED INCLUDE: must be familiar with Colombia: her culture, recent history, socio economic factors, and political affairs. Strong external relations skills: donor relations, media relations, coalition building, strong team building skills, evidence of leading team thru change/ cultural shift. Graduate degree in Social Sciences or Administration and related fields, and/or specialisation in development-related areas and/or an MBA. Experience in Advocacy and/or Development and/or Emergency and domestic/ international relief as one of major Ministries (Relief, Development, Advocacy), familiarity with other two. Excellent verbal and written communication skills, and negotiation and conflict resolution skills. Capacity to foster an organizational culture of innovation and an enterprising spirit. Commitment to learning and to professional and spiritual growth. Fluency in English and Spanish required. Requires ability to work and travel extensively in country as well as internationally (approximately 20-40% of working time).

Country program director HIV Maternal Health
Chiure, Cabo Delgado, Mozambique
SolidarMed is a leading non-profit organization working to improve the health of people in rural Sub Saharan Africa. Working together with National partners to strengthen health systems and community capacities, we are committed to scientific evidence and policy dialogue both as foundations and objectives of our work. Project information: In the Province of Cabo Delgado, SolidarMed implements a thriving program, based on two main pillars: Maternal and neonatal health; HIV prevention, treatment and care.
Through its system strengthening approach with a clear thematic focus, as well as implementation and monitoring of evidence based interventions combined with pilot-strategies, the program aims at improved access to and utilization of good quality health services and continuum of care. The program is designed to achieve impact by maximizing the contributions of all partners, based on their individual needs and circumstances, and provides technical leadership at District and regional level. Acting at the interface between implementation, research and policy, SolidarMed aims at capitalizing pilot strategies to inform public health policy. SolidarMed brings several decades of experience in health systems strengthening, MNCH and HIV. Supported by a country team of 50 local and expatriate staff, the program operates in two rural Districts of Cabo Delgado, Chiure and Ancuabe, with a total population of 380,000. Offices are available in both Districts, as well as in Pemba and Maputo.
Tasks and responsibilities: The Country Coordinator bears overall responsibility for the coordination, implementation and development of the country program. The specific areas of competence are: Provision of strategic and public health leadership to project managers and country program (planning, set-up, monitoring, implementation, capitalization etc.); Representation of SolidarMed (partners, donors, stakeholders etc.); Public health and policy dialogue; Overall management and coordination of the country program; Overseeing basic administrative services, as delivered by the SolidarMed administration unit; Budget control and safeguarding of internal controlling system; Operational and financial planning; Safeguarding of program and project reports; Program and project development; Knowledge management, field research, political dialogue. In general, the public health aspects can be estimated to be 60-70%, the management aspects at 30 – 40% of the work.
To best fit into our active, interdisciplinary team we expect the following QUALIFICATIONS: Experienced public health professional with advanced university degree. Sound knowledge and experience in management and administration. Good understanding of issues related to HIV, maternal health and health system strengthening. Working experience in Sub Sahara Africa. Interest in and understanding of public health research. High intercultural sensitivity, communication and social skills. Language skills: Fluent English and Portuguese (written and spoken). If Portuguese not spoken: Good knowledge of French, Italian or Spanish and willingness to learn Portuguese. Contract type: Fixed term appointment (minimum 3 years).
